Windows Time synchronization always off

Hello,

I have several PCs that are critical to be synchronized with the
domain controller.

I have configured the PCs with the following:
w32tm /config /syncfromflags:DOMHIER /update

then ran a /resync /rediscover


I then review the system log to reveal which DC the clock is
synchronizing with.  To verify that the PCs are synchronized, I then
run the following:
w32tm /stripchart /computer:[name of the DC SNTP source]

The time is off by almost a millisecond.  This makes little sense to
me and was hoping that someone could explain how it is possible that
the time is off by almost a millisecond immediately following a
synchronization.
