Disabling NT4Emulator with Legacy Clients

I hope this is the right group to ask this question.
We have a Win2K3 AD running in Win2K Mixed Mode with the NT4Emulator
option 
enabled on the DCs.  We STILL have Win9x and WinNT clients and WinNT
servers 
in the domain thanks to application vendors that don't sup****t newer OSs. 

I've been trying to test GPOs, and discovered that they don't seem to
apply 
unless the NeutralizeNT4Emulator is set on the client.  I'd like to turn
off 
the NT4Emulator option, but am concerned how that would affect the legacy 
clients since they don't have the DSCLIENT installed, don't know where
these 
devices are located, and don't have the staff hours available to manually 
deploy it anyway.

Any help would be greatly appreciated,
