How to create Outlook Express/Windows Mail (Vista) Add-ins?

I have been researching on how to create add-ins for Outlook 2007 using
VSTO
using saying C# and VB.Net.

What about if I wanted to create an Add-in for Windows Mail/Outlook
Express?
How would it be done?
