How Can I Get Border Art to Fill Edges of Blank Page?

Hi...

I see a couple of borders (clip art in Office Online) that I like for an 
invitation, but I can not figure out how to get this border to fill the
edges 
of the entire page in either 2007 WORD or 2007 PUBLISHER.

Does anyone know how to do this?
