Slow performance bug fixed in Windows 2003 Service Pack 1?

Has the problem of slow RDS performance on Win 2003/IIS6 (re****ted in kb # 
555093) been incor****ated into SP1 as this technote suggests?  If so, is 
there a kb# you could direct me to?
