password encryption logic

when CServer does the password md5 hash encryption, 
will the 4 bytes of salt be same for a given password string "password1"?
If yes, the encrypted string will be same for same password of 2 different

users, right ? 

How does CS create the password when a new user comes in? Does it use the 
first 4 letters from "password1" as the salt ?
