Can't debug CS2002 Starter Site

I can't get the VS2003 debugger to work when running the CS2002 Starter
Site. 
 I can get the application to run except for Basket and login.  I get the 
following error:

Error while trying to run project: Unable to start debugging on the web 
server.

I can debug other C# web applications runnning on the same IIS server.
