Problem with starter site

I'm trying to evaluate CS2002 and having some trouble. I've installed 
CS2002 on Win2003 server following the instructions that came with the 
Starter Site. I'm able to browse the site through the public interface,
but 
I can't get into the Business Desk - I always get "An error occurred while

accessing the Business Desk. Contact your system administrator". I've 
already added users to the different roles via AzMan but that doesn't seem

to make a difference. When I look in the CS2002StarterSite_BDPermissions 
database, there are no rows in either table. Could this be the problem? If

so, where/how do I populate the initial set of permissions to log into the

Business Desk? All of the other do***entation refers to adding users from 
within the Business Desk application.
