Microsoft CMS 2003 Enterprise licensing

We want to install Microsoft CMS 2003 Enterprise onto a 2 CPU server, but 
only want to have to utilize a single processor license.  Is there a way
to 
restrict the app to only use one processor (similiar to SQL)?
