Error on Commerce Server set up

I'm working on creating a new test environment for our online ordering
system 
and am having troubles with set up.  It's on Commerce Server 2002 and uses

the MS Dynamics GP eConnect system.  I believe I have all of the pipelines

set up correctly, but something isn't set up correctly with the site. 
When I 
try to go to the default page of the site, I get the error this error:

CS_MSCSCfg error '800a0046' 
Permission denied 
/LM/W3SVC/2130224671/Root/global.asa, line 46

It seems that any page that doesn't use any of the MS Commerce Server or 
eConnect technology will display, but all pages will not.  I have a
sup****t 
request in with the MS Dynamics team and they said that it might be a 
Commerce Server issue.  Has anyone seen this error before?
