Commerce server won't deploy a new site

I think weve broken CS in some way, as we can not deploy a new site without

errors.

In the pup.txt log file we get :

error in event viewer, when we try to do anything in the console.  If we 
delete all traces of the site we just tried to deploy the console
functions 
again.
