Permission to create and application while unpacking ?

Hi,

While unpacking from a trusted solution PUP, on a test system I'm getting 
the following error

"An error occurred when attempting to create the URL for the following IIS

application: Store 46:Permission denied"

What could be the issue ? The other applications in the package deploy 
properly. Since I'd packed the FP applications also that makes a total of
5 
applications in the package (Store, StoreB2B, StoreBizDesk, 
CatalogWebService, MarketingWebService) of which only Store fails ???
