Commerce Server 2002 and Windows Server 2003 installation issues

We've been troubleshooting a problem for days without any luck.  We had a 
clean install of Windows Server 2003.   We installed SQL Server 2000 with 
sp3a and BizTalk Server 2002 with sp1 fine.   However, we can not seem to 
get Commerce Server 2002 to install and run correctly.   We install
Commerce 
Server with no errors being re****ted, reboot the server, and all looks
good. 
All services are running (Direct Mail, Listener, Predictor).   We did not 
access commerce server, since sp2 or high is required for Win2003.   We 
apply Commerce Server 2002 - SP3 and run the CommerceServer2002 vbs script

that comes with the service pack.   Reboot the server again and then try
to 
access Commerce Server.

The Direct Mail service will not start and we get an error when trying to 
access the Predictor and Direct Mail global services from within Commerce 
Server Manager:

Looking at the event log, we have 3 errors:

The 1st is at the Commerce Server level:

Event Type: Error
Event Source: Commerce Server 2002
Event Category: None
Event ID: 36865
Date:  1/17/2005

Description:
Error in Commerce Administration Object : Description - 
'GlobalConfig:Initialize : Automation error
Library not registered. '


The second  a Direct Mailer event from the service start failure:

Event Source: Commerce Server Direct Mailer
Event Category: None
Event ID: 515
Date:  1/17/2005
Time:  5:46:50 PM
User:  N/A
Computer: MyWin2003Server
Description:
Cannot access the service configuration information due to the following 
error: hr=0x80020009!x!  Please fix the problem and restart the service


The other error occurs when we try to access the Global Objects from
within 
Commerce Server Manager.  We receive a dialog stating "An Error occurred 
while attempting to initialize the Commerce Server Administration object".

The event log message for this error is listed below:

I am assuming that all errors are related to the same problem, but I have
no 
idea what to do.  We have uninstalled/reinstalled several times as local 
administrator.  The last resort would be to rebuild the server again,
which 
will take days.

Does anyone have another suggestion?  Has anyone seen this issue before?
