Setting up Commerce Server 2007 - No Catalogauthorizationstore.xml

I am in the middle of setting up Commerce Server 2007 and going to add
CSLOB 
account to the required authorization roles.  I cannot do so, as the 
catalogauthorizationstore.xml does not exist in either the "wwwroot
directory 
nor the directory I created the IIS website for commerce server on. 
Please 
advise.
