can't publish campaign

I am using commerce server 2000. 
I click the public campaign button in bizdesk, then select any cache,  and

then click the refresh cache button, "The page cannot be displayed" error 
comes. I check the page property and found the error page is 
res://C:\WINNT\system32\shdoclc.dll/dnserror.htm#http:///proseware/BDRefresh.asp?cache_name=discount&return_to=http%3A%2F%2Flocalhost%2FProseWarebizdesk%2Fproductionrefresh%2Frefresh%2Easp%3Fresource%3Dcampaigns

Any idea of fixing this kind of problem will be greatly appreciated.
