"The folder where Publisher keeps border art is unavailable ...

The folder has been deleted or renamed, or its properties have been
changed. 
Please run setup again."

On several fresh installs we are getting this message when trying to
access 
the WebArt borders. The folder is d:\program files\microsoft 
office\clipart\webart. It is installed on several computers exactly like 
this. 2 of them work just fine, 4 of them fail with the above message. I 
looked at the registers and all 4 PC's have the same entries. I've also
run 
the clip cataloge in stand alone and it seemed that it found the webart,
but 
I still acn't get there from Publisher 2000. All PC's involved are NT 4.0.
