Error installing VS 2008 on Vista - XP Service Pack 3 required!??

Hi,

When trying to install VS 2008 on Vista Premium, I get an error saying I 
need the prerequisite XP Service Pack 3 installed.  Huh?

That doesn't make sense - whats going on - any help would be
appreciated...
