where is the Terminal Services configuration tool?

OK...I give up.

I've read on Google, Microsoft, Technet, etc. about the Terminal Services 
Configuration tool  (tscc.msc).   Sometimes this is discussed as "Terminal

Services Configuration Tool", sometimes as "Terminal Services
Configuration 
Snap-In", and I think 3 or 4 other similar names.

This is not installed on our XP systems - but nowhere on any of these
sites 
does anyone explain where or how to get tscc.msc.

Microsoft I ask you - why have 500 articles discussing this tool and not
one 
of these pages has a link to actually get the tool?  Or at least tell us 
which CD to load to pull the tool from?

So we are asking someone, anyone, to please explain how we can get
tscc.msc 
so we can look at "tweaking" our Terminal Services settings.
