Blocked hotlinks in emails

I have Office 2003. In Outlook I can no longer open a hotlink in my
received 
emails. The web address has the word 'blocked' in front of it. When I
click 
on it I am taken to my folders in Windows Explorer instead of directly to
the 
website.  I would like to know how to unblock these links.
