Accessing Https url from Biztalk

Hi,
      I have a requirment where I have to get message from a https web
url.
ex: https://partnerx.com/outbound

How can I poll that URL from Biztalk, my understanding of http Recive 
location is it can receive messages from other but doesnt poll a url for 
message, is that true?
