always, that's because of the schema settings.

if no party setup, check the global setting. 
check the targetnamespace setting in X12 interchange processing , make
sure 
the namespace is setup correctly. 

I run into the same problem. and use the cordbg, attach to the process, 
found the root cause of this problem.
