Good Day

I am currently experiencing problems when using Custom Flat File Assembler

and Disassembler. When a Xml message is about to get disassembled, the
following error gets logged in the Assembly Binding
Viewer(FusionLog.exe):-

Platform:-
Microsoft BizTalk Server 2004 (Service Pack 1)
Windows Server 2003 R2
Microsoft XML Core Services (MSXML) 4.0 with Service Pack 2
Microsoft XML Core Services (MSXML) 3.0 with Service Pack 4
Microsoft BizTalk Server 2004 Rollup Package 1 (BTS2004-KB837168-ENU.exe)

It seems BizTalk is looking for the
Microsoft.BizTalk.Pipeline.Components.resources resource in the wrong
culture.
All BizTalk assemblies in the GAC are in the neutral culture.
Does anybody have insight into this?

Please HELP, I have tried re-installing a server completely from scratch
but
I am not getting anywhere.
