Biztalk Operators strange behavior

Hi

When we test the Biztalk Operator role, we are unable to (Access Denied) 
stop-start a SQL or MSMQ receive ****t. No problem for a send ****t (SQL or 
MSMQ).... 
When I profile the DB (BiztalkMgmtDb), it seems to have not enought right
in 
the adm_ReceiveLocation table....but the installation was by default.
