Im****t Application Error

I've been working at this problem for several hours and can't figure out
what 
I'm doing wrong.  Developed an application in the dev environment (which 
works fine there) and want to im****t it then install it to the QA 
environment.  I created an application in the admin console in QA to
im****t 
it to.

In Dev ex****ted the binding, added it as a resource and then ex****ted an
msi 
file.

After im****ting this msi to that new application, I select to install it. 

During the installation I get the following error, which is very puzzling
to 
me.

An error occurred while attempting to install the BizTalk application: 
Change requests failed for some resources.  BizTalkAssemblyResourceManager

failed to complete end type change request. Unable to add\update the
assembly 
with LUID="[name of my assembly]".  Failed to create file "[path on the
dev 
server]".
The device is not ready.
