Problems with RNIFReceive passing to BTSHTTPReceive.dll

My RNIFReceive.aspx is having difficulties sending the data it receives to 
BTSHTTPReceive.dll - it gets a status of 503 Service Unavailable (as do I 
if I simply type the BTSHTTPReceive.dll url into a web browser).  

Any ideas what might be causing this?  I'm not running on 64-bit
machine/OS 
(as some google results might suggest.)
