Method not found error creating Home Organization

I am setting up BizTalk Server 2006 w/ BTARN 3.0 for the first time.  Every

time I attempt to enter my Home Organization or Partner in the BTARN 
management console I get the following error while saving:  Method not
found: 
'Void 
Microsoft.BizTalk.ExplorerOM.BtsCatalogExplorer.RemoveParty(Microsoft.BizTalk.ExplorerOM.Party)'.
 Anyone know why this is happening?
