Installing hl7 1.0 Accelerator

I am trying to install the accelerator with BizTalk 2004 on Windows xp. The

setup fails because can't access Messaging Configuration Object. I am a 
member of the Biztalk Administrator's Group. I am also an administrator on

the SQL Server instance.  I haven't been able to find any info on how to 
solve this. Any ideas?
