Are Administrative Tools\Services the same as the old TSR in DOS

Hello.

When i look at  Administrative Tools\Services on a Windows XP computer,
are 
services the same as the Terminate and Stay Resident(TSR) programs we used
to 
write in assembly language?

I'm not an expert in assembly language, but i remember playing with it
back 
in the old DOS days and there was a way to write a program that would run
in 
the background and wait for an interrupt to occur.

Are Windows Services the same thing?
