You will need to remove the IBM director agent and then install.  It uses 
WMI extensively.

Error 1921. An error occured while performing the task. Service Windows 
Management Instrumentation (winmgmt) could not be stopped. Verify that you

have sufficient privelages to stop operating system services. 

the installation apears to halt at "Status: Stopping Services" and if i 
look 
at the services it will show Windows Management Instrumentation at
stopping 
state and eventually give out the error 1921. 

This is on a clean windows 2003 build with service pack 1 loaded, it has 
the 
following apps; 

Symantec AntiVirus version 10.0.2.2001
IBM Director Agent 4.22
