The issue should be addressed with the following KB article.

317026	Out-of-Cluster Deployment of a Web Application Fails Silently

You can follow the work around in the article to correct the problem. Or
if 
necessary, follow the KB instruction to call our customer sup****t service 
to request the hotfix. This kind of incidents will not be charged.
