app center not creating virdirs and site id incorrect

I am running into an issue were a deployment to outside the cluster is not 
creating the virtual directory on the new server.  This is for first time 
deployments of a new app when the virdir is not on the target server yet. 
It 
moves the code though.  Application center says success, even though
it’s not 
fully working the way it used to(it used to create the virdirs for me)

I also noticed that in the application details within app center, the site

id is incorrect, it is showing the site id from the server the deployment 
originated from, instead of the server its running on.

Any ideas?
