Web Site Replication

Hello, this is a general question. I need to replicate IIS web sites across

two CLUSTERED and not NLB servers so if one cluster gets changed this will

update the second cluster. I beleive this can be done in Application
server 
but these are the points that put me off.
1: We use SCOM 2007
2: We use SCCM 2007
So is there another way to replicate the IIS servers on the 2 servers 
without using application server? Can this be done in SCCM 2007?

Any help on this would be a great help.
