Ah, you must have skipped The War Chiefs expansion for AOE III. The three 
American Indian races/tribes that you can play have a building called a
fire 
pit. You can assign villagers to it as dancers. Then task the building to
do 
one of several things, like increase your troop's strength in battle, or 
heal your scout (chief), or increase the rate at which you receive home
city 
****pments. The more dancers you assign to the fire pit the greater the 
effect. When the AI controls Indians I rarely see it assign more than 8 
dancers. When I play the Iroquios, Aztecs, or Souix I often assign twice 
that many.
