"Your current security settings prohibit running activX.."

I've been trying to upgrade my computer from
windows XP SP1 to SP2. But the problem is that during the 
validation process I receive ActiveX error:
"current security settings prohibit running ActiveX controls on this
page. As a result the page may not display..."
I am using Internet Explorer 6.0 and I went ahead and enabled ActiveX on
IE 
6.0 under the Security tab & Custom level option and I still receive same 
message.  

BTW - I don't get a pop-up (nor do I have a blocker) asking me if I want
to 
allow or install ActiveX.  

My question is what else do I need to activate? is
there a different control panels? I've gone to
microsoft's page and it says that I should get a
pop-up, but I don't.. 

Any tips or pointers, it would be greatly appreciated.
