ActiveX Controls install differently in IE 7 than IE 6, why?

In IE 6, my ActiveX controls install fine from my .cab files pushed from my

webserver.  But when I use IE 7, the same ActiveX controls do install, yet

when I check the dependencies in (\Windows\Downloaded Program Files 
[Properties of the ActiveX control/Dependencies]), The file names are
blank 
and the Size(Bytes) shows "Damaged".  Yet, the ActiveX control is
installed 
and working.

Is this a flaw in IE 7?

This may be the case for most unsigned ActiveX controls in IE 7.

Also - I have set the permissions to "Prompt" for installation of unsigned

ActiveX controls in Internet Options Security settings.
