Internet Explorer ActiveX popup

Every time I click on a link in Windows help like "related Topics" I get a
popup:

"Internet Explorer
An ActiveX control on this page might be unsafe to interact with other
parts
of the page. Do you want to allow this interaction?
Yes No"

I have tried setting Internet Explorer security down to LOW but this
doesn't
help. How can I get rid of this problem?
