Exchange 2003 - Attachments more than 1.5mb returns back

I have single Exchange 2003 installed (SBS) and 35 clients. No users can
send 
Attachment over 1.5mb, issue started recently. I have not set any policy
or 
rules, clean and neat default installation. Message shows, that try
sending 
with less mb attachment
