The AD management tools are just client tools.  They can run anywhere that 
there is network connectivity to the directory.  Most things you need to
do 
to AD can be done remotely.

You can have AD install and configure DNS during setup if you want, so you

can get a self-contained machine.  If it isn't networked to anything,
you'd 
need to install your code on there as well to do your testing, but
hopefully 
that's pretty obvious.

Note that AD designs can be pretty complicated with multiple domains and 
forests and such, so make sure that the simple test environment you set up

will provide a valid test bed for the environment this will actually get 
used in.
