The help is included in the file which you can download here:

Why it is not installed by default? It never has been. In the other
version
you also had to separetly install the tool.
I think it works pretty straight forward. Try the wizard it does a great
job.
For your second remark we can only guess what might be happening so I can
help you on that one.
