Office button constantly fla****ng

I have created an Access 2007 SP1 app that will be distributed to home
users.  I am currently only testing on Win XP Home and Win XP pro both
with Runtime only and Full Access.  During testing, I have found that
the office button on the top left of the screen flashes constantly.
While fla****ng, the cpu usage is up at 60%-75% for msaccess.exe in
Windows Task Manager.  This is only a problem when I launch the
application from an account that I did not use to install the
application originally.  I get the same behavior whether I launch the
app in Admin or Limited User accounts.  To stop the fla****ng, I must
click on the Office Button at least once.  Then the cpu usage drops
and everything is fine.  Does anyone know what could be causing the
problem?  Do I need to set a registry key in my deployment package
that would prevent the fla****ng and high cpu usage?  Thanks in advance
for any advice.
