Resolve 'Passive/Shutdown connection ' error message.

Hi Access users out there!!! Please help me resolve an error message that
has 
started to pop up when a 2nd user tries to open a database. It is Error
no. 
3734. It says that the database has been placed in a state by user<name>
on 
machine <name> that prevents it from being opened or locked. 
 
There is hardly any security in place in this database so I'm not sure how

this issue came about. Please share any insight you have. It is greatly 
appreciated.
