Automatic Configuration Fails

I have a Windows Vista machine with Office 2007 Professional installed. In 
addition, there is a runtime version of Access 2003 on the machine.

Every time I launch Access 2007 it attempts to run a configuration program

but I get the following error message:

"Automatic configuration of teh current version of Microsoft Office Access

has failed. Your database may not function correctly." 

In fact the database does not function correctly as many of the Wizards do

not execute at all.

My userid on the machine is in the Administrators group and this error 
occurs both with UAC on and with UAC off.

Can anyone tell me how to corerct this issue?
