Windows Installer 4.0 is not working in VISTA

Something corrupted the installer program on my VISTA computer. Now every 
time I try to install or uninstall I get "The Windows Installer could not
be 
accessed. This can occur if the Windows Installer is not correctly
installed. 
Contact your sup****t personnel for assistance."

How do I re-install Windows Installer version 4.xx? I've tried using the 
msiccu2.exe program that HP sup****t suggested. It won't load because of
the 
same error. I've tried dotnetfx35.exe and it doesn't finish installing.
Both 
of these suggestions came from HP Help chat. 

Microsoft does NOT have a redistributable windows installer for VISTA.

Any suggestions??
