ODBC connect error SQL-HY000

I am calling a perl scrip from my Access database.  The perl in turn
connects 
to the database to write to some of the tables.  I get a message that
says, 
"The database has been placed in a  state by an unknown user that prevents
it 
from being opened or locked."
Does anyone know how I need to set up the database and/or make the ODBC 
connect call so that I can write to the already opened database? I'm
guessing 
it has to do with being in shared mode but I don't know where to set it
up.
