The Toolbox won't appear on my form

Suddenly, I cannot get the toolbox to appear on a form.  In design view the

icon is up there in  the bar at the top of the screen and NOT greyed out. 
In 
the "Tools" / "Start-up"  menu I have clicked all the boxes to allow menus

and tool boxes. 

When I click the toolbox icon, , it goes to the "selected" appearance  OK 
but nothing appears on the form.   

I'm using Access 2000.  (Yes, I know I shopuld update but until now, it's 
worked very well for me).
