Program Files is not a recommended location for an Access app as these
are usually not updatable by the user as 
1) Access updates various objects inside the MDB/MDE even if it is a
FE.
2) the user would not be able to somehow copy a new FE down to their
system.

A location such as within the users Application Data folder would be
better.
