Developer extension 2003

I hope someone can help me on these

1) I have packaged my XX2003.mde with runtime included to be installed in 
program files/folder. The package is successful but it was not able to 
install.

2) I can only install if the target directory is Desktop/folder. This is
not 
ideal for me as I have some link in the database that must read the
directory 
in Program files/folder.
